Representative G. Murrell Smith, Jr. 

Murrell Smith was elected to the South Carolina House of Representatives in 2001 to serve District 67 in Sumter County. Currently he serves on the Ways and Means Committee as Chairman on the Health, Human Services & Medicaid Subcommittee. He also is the Vice-Chairman on the Joint Other Fund Oversight Committee. Professionally, Murrell is a member of the South Carolina Bar Association, the Sumter County Bar Association, SC Defense Trial Lawyers Association, the Defense Research Institute, John Belton O’Neil Inn of Court and the South Carolina Association of Criminal Defense Lawyers. He graduated from Wofford College and the University of South Carolina School of Law. Most recently, Murrell was the Legislator of the Year for the South Carolina Human Services Provider’s Association and has also received the Legislation Award for South Carolina Vocational Rehabilitation, the South Carolina Primary Health Care Association Award and the Community Health Center Champion Award.

Wyman Bowers is the former Chief Operating Officer for Midlands Orthopedics, P.A. Before that, he was the Associate General Counsel for the South Carolina Medical Association. He has both a Juris Doctor degree and a Master of Business Administration degree from the University of South Carolina.

C. Edgar “Ed” Spencer, M.Ed., MSW
South Carolina Department of Mental Health (SC DMH)

A resident of Columbia, SC, Ed holds a M.Ed. from the University of SC (USC) and a M.S.W. from Virginia Commonwealth University (VCU) and has over 40 years accumulated time in public service. He has held professional associations with the Academy of Certified Social Workers, the American Group Psychotherapy Association, and the Carolinas Group Psychotherapy Society and received credentials in the service delivery of individual psychotherapy, group psychotherapy, biofeedback equipment utilization, the utilization of self-hypnosis techniques and stress management training.
